We are talking about 2014 here, I don't think NATO was at war with Russia even by their propagandists standards. On the contrary, everybody was shocked that they decided to invade Donbas and Crimea just like that.


There was a consistent approach by Russia of denying Ukraine any kind of former-Soviet supplies of ammo around that time and after. There were also incidents in Bulgaria for example.

Blowing up an ammo supply in a NATO country is an act of war and could trigger article 5. So I would say they already started acting like they were at war with NATO around that time.
