Within Europe: Austria, Switzerland, UK, NL are better than Germany for bureaucracy. Brexit may be an issue for Europeans, but the system is now more fair for non Europeans who want to go to UK. Outside Europe: Canada, Hong Kong, Singapore is better than Germany.
