The best way to not make a router that sucks is not make a router. That is, the WiFi standard is not as standard as it should be and every router is chock full of workarounds for buggy devices.

Would Apple want to be responsible for making every piece of junk with a cheap WiFi module work... No I think they'll leave that thankless task to LinkSys.

Also wireless interfaces have long been Apple's weak point. They are great at making CPUs but they've struggled to make their own cellular modems

There's also the problem that WiFi technology has advanced in speed beyond the wired backhaul that most people use in their LAN not to mention to connect to the wider internet. You're just not going to get the speeds that WiFi 6 and beyond promise unless you have a very unusual situation. It's true that WiFi 6E and forward open up a lot of new spectrum, but really everybody has been slow preparing their hardware for it. I've thought about upgrading some of the access hubs at my home but I don't think anything I own actually supports anything beyond WiFi 5 even though WiFi 6 has been out since I think 2019.
