unfortunately this mindset has plagued academia for decades now. when your KPI is the number of citations and your tenure depends on number of publications, you cannot expect quality teaching and even high quality research (in some fields, most research is a joke tbh, lots of papers that are not peer reviewed and are irreproducible).
