An ecosystem should support these stakeholders too:

Firefighters and EMS need shift scheduling, timekeeping, payroll, and the ability to fill out site-customizable forms.

Doctors and nurses know what "the better EMR" shouldn't be, but it can be difficult to communicate requirements up the chain.

Regulatory and government need various mechanisms of data exchange formats, and the ability to query stored data.

In short, developers needed.
