I don't really understand the policy either. I'll respond again tomorrow during a scheduled "thoughtful response time window".

Nope, I'm still baffled. I get the sense it might make
some
kind of sense looking back retrospectively after a few further events play out, but at the moment this continues to seem like a bizarre situation.
