> compounded by the governor's COVID-19 vaccine mandate

The story provides no evidence for this claim. I can claim, with exactly as much evidence, that the driver shortages are caused by low wages and the federal requirement that bus drivers, like other drivers in federally-regulated industries, must be able to pass a drug screen which includes marijuana.

In fact: [Amazon] "is advising its delivery partners -- the mom and pops that operate the ubiquitous blue Amazon vans -- to prominently advertise that they don’t screen applicants for marijuana use, according to correspondence reviewed by Bloomberg and interviews with four business owners"[1]

Is there a large proportion of people who were driving buses for the city's schools and have abruptly stopped due to new drug testing or low wages?

Shortages for school bus drivers here in California all year. Definitely not primarily caused by a vaccine mandate.
