You don't have to manufacture individual posts if you can just chain existing posts together to create narratives. I'm not sure if Facebook tries to create a specific agenda, but it is no secret that they certainly try to paint a specific picture: The one that creates the most outrage, and they probably just don't care what that picture looks like.
