Just think what kind of power this would give USA when they invade countries like Afganistan. They could easily cancel all people who don't like their presence, and be able to shape the narrative with their propaganda. I'm thinking that maybe this is the actual reason they want tools like this. Afganistan failed because of freedom of speech -> need more tools to limit freedom of speech.
