You can still fork the code up until the point of the license change and freely modify it going forward.


Right, and that's true with the current license too.


Whoever owns the copyright on the code can change between licenses at will, they are not constrained by the GPL's restrictions on re-licensing (because they aren't licensing the code to themselves, they own it)


And you can't with a BSD-style license?
