If you're referring to the Cambridge Analytica Scandal, Facebook didn't break any US laws. While it may have been morally wrong (however, if you accept that Facebook's business otherwise wrt collecting user information is okay, I don't see how you could see this use of that information as any less okay), there weren't yet any US laws on the books to throw at them.
