Maybe such a software exists but I have searched and can't find it. A software for those that design education and training courses. Not to deliver the offering to the end user but to actually design the class.

I have tried Ulysses, Scrivener, Typora, MS Word and a bunch of others and nothing perfectly fits. I need something with a file system base where sections of the course can be organized into a folder structure to follow the outline of the course. Files such as text docs, notes, internet clippings, video files, and Powerpoint slide shows can be imported directly into the folders. The screen needs to have the ability to split into multiple sections so the course structure (file structure) is displayed in the first screen for easy navigation. The files in the folders can then be opened into work spaces to the left, with TABS for easy navigation. And ultimately have the ability to compile everything to a portable product so the course can be saved to removable media. Maybe in HTML format with clickable links to open the files as needed.
