It could also be that right now the camera is not used but in a future it will. It would just require updating the terms and conditions. No need to send new hardware.
Chances are such an update will not be cognitively registered for many of these consumers, who originally read that the camera would not function when signing up for the product. It's shady as shit no matter how you slice it.
I, too, like to add unnecessary sensors to devices which considerably increase their value, despite never using them.
