They should have been monitoring the traffic within their infrastructure. I can understand rolling something out for a couple of months but two years is a bit excessive for this type of use case.

It's like going to a pump that counts two gallons as one for two years, pretend you don't know any better then have the nerve to ask the owner for a refund after the meter is fixed.
