I did the same at 34. There's a dermatology/STI clinic in Budapest where I live that gives the shot at cost (about 130 euros) because they think people should get it.
For some reason I always get the standard rejection response to controversial (for China) questions, but then if I push back it starts its internal monologue and gives an answer.
That hasn't been my experience. I've been on liraglutide (Saxenda) for a month and a half or so and if I feel like I can't finish a plate of food I'll eat just the protein and leave the carbs, where I would've eaten everything before.
I could imagine that if they think she's behaving erratically, and would spend the money on falling apart even more, then they don't think it's right to give it to her.
For example if they know she has a drug problem and would put herself in an early grave if she received millions of dollars (just theorizing, I don't know anything about their situation).
In his book "High Price", psychiatry professor Carl Hart says that the difference between street meth and Adderal, or crack and powder cocaine is mostly social class, not pharmacology. One is taken by the poorest people, the other by movie stars or given to soldiers and schoolchildren, but they're the same drugs.
Again, "street meth" is the smokable form, which is not like Adderal. It's twisting words to even claim that the rocks you buy on the street are 'the same' as Adderal because they're chemically the same. The argument that Hart makes (which I agree with!) is much more nuanced than what you're insinuating here. The scientific evidence on how dangerous crystal meth is compared to Adderal is unanimous. I honestly don't understand how or why anyone can claim otherwise (and I'm more interested in the 'why' than in the 'how', even).
