This is categorically not what happened during the industrial revolution, you're thinking of the second industrial revolution and even then it's a less rosy picture. The first industrial revolution did not lead to rapid growth and in fact led to brutal methods to increase cheap resource extraction like children working in coal mines, expanded slavery in the new world, and brutal colonialism.
But depending on the setup, often you just cant "sell the one thing at another exchange which you bought earlier at a different exchange", sure this depends on the country/etc.
There may be some odd financial instrument that can only be traded on a single exchange, but that's generally not going to be something that is liquid enough for HFT trading anyway. It isn't automatic for me unless I try to skip a sponsored segment myself, then it will kick in and skip me to the end of that segment with a popup above the scroll bar saying they did so.

Japanese streamers have to ask for explicit permission to stream games so they play a lot of western games that allow it, Nintendo didn't allow let's plays for a while, and a game developer didn't like a popular youtuber (pewdiepie I think) and did takedowns of said youtuber playing their game.
They may have expected typists coming over from typewriters to hammer on it for 8 hours a day, or to give them a similar feel to ease the transition and limit complaints.
